I downloaded a version of PtokaX and i have some problems with starting it.In the first page i use my external ip with and tcp port 411 and i got this message: Server socket bind error: WSAEADDRNOTAVAIL (10049) for port: 411.
If i uncheck the box with it start but with my network ip.In my tcp properties all the ports are open.
In this way it start but cant connect with my external ip.
What can i do?

Is your external IP set on any of your network adapters ?( If not then is no way to bind listening port only to this ip :)
