If you are willing to do this because of decrease in download speed while uploading, I think upload limiting is quite useless client-side or externally since there are programs like cFosSpeed doing traffic shaping.. I tested it and with my 256/64 kBit DSL line I was able to upload about 6.5 KiB/s and download 24.7 KiB/s on average. You can view an image of my line's statistics with cFosSpeed  below...

I am downloading a file and then suddenly an upload begins with 6 KiB/s on average. Nearly no decrease in download speed...

And also I think OPs should warn users using limiters to use this kinda appz before kicking them...
Do you need an advanced user handling script? Download UserBekcisi today (Latest Edit)
Features: User + ISP + GeoIP database, user info + share checking and many more...

traffic shaping is a fancy word for dynamic bandwith limiting.
also called QOS (quality of service) which is build into windows, but only works if you have a domain server.
in the domain you controll the settings for it.

and a client side limiter like in bcdc is the best way, as it only limits the transfers of files.
it leaves the rest of the dc protocoll untouched.
in simple words:
cfos/qos - if you have some fast downloads it also delay's your chat, we got lag.
bcdc - slows down your transfers but not the chat. no lag.
