Can This Rules Script Be Converted In API 2 ? Dont Know Whi Made It !

The credits are missing.
But This Script does not have any Important Function other than displaying simple rules i hope other scriptors wont mind If i try and make it Since i m trying to learn more about Scripting it would help me learning more about LUA.
I hope there are more appluad rather than smite this time atleast.
