restrict TCP/UDP ports on client side

Good day

We run a free wireless community that offer different types of services such as gaming and p2p, at the moment only FTP and torrents is allowed since we can setup QoS rules to limit the download speed else it will kill the network and latancies will be to bad for gaming. now we are trying to get a PtokaX server going but the problem is the clients can use basically any port and bypass the QoS. Will it be possible to get a script to restrict users to only connect once they have set the client UDP/TCP/DHT ports to 45000-45999 ? (this is the ports that we allow for torrents)

There is about 1200 users on this network but not all active, ill say there is about 400 daily active users

any advise or solution will be greatly appreciated
