is there a way for an op to add a user without having the admin interface?

There is a variety of scripts available which will allow this type of thing.

That's a builtin function, just type !help and search for !addreguser (if not changed since) for syntax and usage
Another option is PxCommands script to see what builtin options are available (it sends them to the rightclick menu)

You can also search the forums for 'user registration', 'reguser' or other combinations, or maybe the finished scripts section for user reg scripts.
