Rules Trivia for download or Entry BOT

I had an idea for a bot that makes new users take a triva quiz about the hub rules before they can download or do searches.

It could even have questions about what they can and cant do in the hub, eg, search is ok or not, advertise is ok or not ect. It could even be written so if extra questions beyond the rules needed to be asked then the script could reference a file called EXTRA.TXT. The extras could be switched on and off in the script.

Ideally this bot would have to log all the users that passed the minimum number correct answers, it could reference a rules .txt file that exists or copied to a txt file.

I have no idea how to create this in LUA?

What does anyone think of this idea?
