This is simply utility that maybe help to easier create and update language files for PtokaX Direct Connect hub software.

How to make or update translation in few steps:
1) Start PtokaX Translation helper.
2) Open latest example language file with "Open example language file..." button.
3) If you have already translation then open that with "Open language translation file..." button.
4) Set language name, author, PtokaX version and encoding.
5) Double click on string that you want to translate/change and write your translation.
6) Repeat step 5 to translate all strings.
7) Save your new translation with "Save translation to file..." button.

Advantages of that utility:
1) You don't need to edit xml file manually, don't need to care about xml escapes.
2) When you want to update language you see new strings that need translation.

Nice utility! It seems to me that it can be used to translate not only PXH langfiles... (at least xml-based) :)
