Tested with Ptokax v 0.3.6.0 and RoboCop v 10.023

Just a little help de lua gif the owner the possibility by richt clik, to announce that an hub reboot is coming up.
It will come in main pm kick bar and topic.

Wouldn't "!massmsg Reboot" be simpler ? 

Besides, RoboCop hasn't been developed for quite some while now, and, when the new API goes live, you can expect it to become completely useless and even unusable. Better to build something stand-alone
