hi how i can stop users capping their bandwidth _

How do you know? Limiter showing?
Can you proof it?
If all answers are no.. forget it.

You can't do that. There is no way to found what is user real bandwidth. It is even worse because many clients simply show upload speed as user connection and here is no way to found if it is speed set by user or by upload limiter.
