PasifBekcisi v2.00 (PassiveGuardian) (http://scriptdb.ptokax.ath.cx/download.php?view.141), the passive user handler for PtokaX by me.

- Enables / disables passive user access with one command
- Saves bandwidth as much as possible
- Sets the profiles to block / limit in passive mode
- Sets the amount of passive users in hub as per cent to total
- Dynamical user limit protects users against hub restart
