PasifBekcisi v2.00 (PassiveGuardian), the passive user handler for PtokaX by me.

- Enables / disables passive user access with one command
- Saves bandwidth as much as possible
- Sets the profiles to block / limit in passive mode
- Sets the amount of passive users in hub as per cent to total
- Dynamical user limit protects users against hub restart
- Sets per cent of passive searches to be executed
- Sets a different share & slot limit for passive users
- All needed settings can be changed temporarily through commands
- Provides info about settings and statistics
