It is not easy to detect which files a user shares by hubsoft. This can only be done by monitoring the users replies to search request (or through downloading the users filelist which is not something a hubsoft can typically do).
For these kind of things, one has Operators in their hub. If the OPs are lazy or simply stink in what they do you should consider replacing them.
If you do want to keep them and they insist on being lazy, you should learn them how to use ADL Search.
ADL Search is a functionality in most clients that allows the client to automatically search for specific files.
Most OP-clients allow you to attach a function to the ADL Search.
You can add *.vob to ADL Search and have the client check users on login.
Every user connected to the hub will then be searched for *.vob files when they log in.
Kick them on match.
