Its the DC client that provides this option.

Settings -> Advanced ->
[ X ] Register with Windows to handle dchub:// URL Links

Opera (at least v6) still doesn't like those. I don't remember what IE does, I stopped using it 17 months ago now. :P
Everything could have been anything else and it would have just as much meaning.

Use Mozilla Firefox, it can import opera settings. Opera also has some more weird bugs and is memory-intensive.
