Earlier we use to get connected with active mode
and could download at the speeds of MBs but
for last few days, we can't connect any hub though
all ISPs are working fine

What is this problem and any solution ??

try using non standard dc ports.
for example 22/23/113.

Is it something vlan or firewalls by cable ppl, though I don't know much about it

If your isp is serious about limiting p2p, they would probably do this with a traffic shaper. As far as i know, traffic shapers look into the network packages, and can identify any know protocol (like DC). So it probably won't matter wich port you use cause they look into your data.

But there is a get around, find someone well connected, and tunnel your data through that well connected someone :)

However the posibility to find a decent isp sounds much better, i  know i would :)

Must be nice to actually have a choice.

You must use cable, only one company tends to get access to the infrastructure. Cable is terrible in this country also, which is why I use ADSL :)

protocoll based trafic shaping works better but also takes a lot more resources.
resources need money and thats something most isp's don't have 2 much of.
so whats left is simple port based shaping (tunnels).
and that can be easy 2 bypase (depends on the skills of the guy building the tunnels).

Packeteer can also be bypassed with httptunnel. At least ppl could chat using it.
Everything could have been anything else and it would have just as much meaning.
