Why does Warn command actually kick?

Surely a warn is just that?  why does it kick a user?

Hey Bobby,

It were set to a 5 min timeban per request about a year ago, though I agree with a warning should be just a "warning".
I've changed it back and it will be included in next update.

The script will still inforce "if Warn-count > X then Kick".
