I don't know what you are trying to say... but !tban is not a px command, but this is what you want I think
!nicktempban <nick> <time> <reason> - temp ban user's nick (if user is connected then is disconnected).

!banip <ip> works as well. Don't be afraid to use !help and try some of the commands.

I'm a bit confused to what you want, but i'm guessing so are you and also it's temp banning an offline user you want to do.
Then these 2 cmd would be all that you need
!tempbanip <IP> <time> <reason> - temporary ban IP address.
!nicktempban <nick> <time> <reason> - temp ban user's nick
