Need help with custom user commands

Im an OP in a Hub, and I want to add a custom command like the ROBOCOP command "kick".  We talk all in the Hub about and it was really bad for us to use all the time the Robocop kick command because you have to put in the reason for it.
I need a custom command that sends the kick massage to the status bar below the mainchat, because we wont flood  the main chat (we have lots of kicks ;) )  but with a constant reason massage ( like: "user use a faked client" eg ).
I hope somebody can help us.

the command in RoboCop would look something like this:
!kick %[nick] Static reason (e.g user use a fake client)

To send to statusbar is optional in every client but if you don't want to send to main chat, set RoboCop to notify in PM instead of main.
