Intro:
This module gives the most basic features to the unreg/reg user letting them feel in charge of their information and reg-status.
On a full DiXBoT installation, this gives the following commands:

USER CMD:

!gettopic :Returns the Hub Topic.
!me :Speak in 3rd person.
!myinfo :Returns information about your client/ip etc.
!myip :Returns your current WAN IP.
!mypass :Returns your Password.
!myuptime :Returns your current Online Time in the hub.
!newpass :Set a new Password.
!prefix :Set or remote your nick prefix displayed in Main Chat.
!report :Report a User to the Operators.
!seen :Returns 'Last seeen' information on a user.
!talk :Talk using another Users Nick
!time :Returns the Local Hub Time.
!uptime :Returns Hub Uptime.
