unban protection over profile

Hi and sorry for disturbing again but I have a new idea but I don't know if it is possible to script. My ideea would that if a profile with higher power bans someone, the others with lower power in hub to not be able to unban that person.

Also I would like a script to protect a list of ip's from being banned if again it is possible.
