Users add/edit text files of their username

hello . not sure if this is even possible , but i would like to have the users in my hub be able to add a text file like the ones used for +active guides. we use it for wish lists so its like +username and the bot sends a message of that users list. right now i add the text files manually , which is not such a big deal , but when users want to add to or edit the text , its more work for me , is there a way to at least allow users to edit the file and hopfully add new ones ? would also be nice if there was a way so they could only edit their own , but i have a small hub and trsut my users. i hope this is enough information if not i can clarify. thank you in advance
