download from same prefix ONLY

I have searched the forum over and over but could not find a script like this. What I am looking for is a script that allows a given prefix to download only from the same prefixes... for example [temp] users only from other temporary users... but of course regular users should be able to download from them, and OPs as well. I am not very good in lua but i think it shouldnt be too difficult, the user  c h i l l a   had some interesting scripts for download-blocking, maybe changing that would be possible, what do you think? Thanks for helping me, i think this script would be of great help to many people...
