user registered by op

can someone create a script in which we can get the list of users registered by an vip,op,master the command must be available to ops and masters only.
the command must be some what like this
+regby mutor
1) Nick: speedx                 Date:12/12/2004   Time:12:45:36am
2) Nick: yahoo                 Date:24/02/2004   Time:02:05:36am
3) Nick: bastya_elvtars     Date:29/02/2003   Time:07:09:27pm
