is there any firewalls other then panda that can allow only ip or range to connect to programs that you have on the computer like ptokax?

every app based firewall can do that.
which means nearly every firewall but visnetic.

It's always good when someone that writes virii/trojans can demonstrate which AV/firewalls are the best:

Hmm, it does not list Asntivir, but recent surveys showed that it's the best freeware antivirus out there.
