robocop rejects all clients without a tag and there's no way to disable that. So it could well be a robocop problem. Try disabling robocop and see if the user is able to enter then.... Just to determine whether it is robocop which is causing the problem.
Well this guy has tryed everything to get this DCGUI in and he's made it clear he's added DCGUI to ClientTags.xml. Therefore I gather(guess) this client trying to get in doesn't have a tag at all.
