Is there a script that would allow OP or Master
priority when getting a file over other users ?
Or even a Throttle Script to control amount of
Bandwidth a person or persons from hubs can use

not on server side.. the hub has no control over who is up/downloading what
even client scripting wont let you do this (yet?)..
furthermore you would have to convince all your users to run the script
