Anyone who can help me with at bandwidth controlling script?

I just need to set a max transfer speed pr. connected client..

I want to limit cause the traffic flow when users are connecting is consumeing 80 % of my bandwidth. And i have a very big user flow, so i causes som lag when 10-20 users are connection at the same time..

traffic shaping won't really solve that.
it slows down the whole lot so you get more lag.
