In my country, almost all the people know how to change their IP, so that is a very big problem for the hub owners, cause there are some people that have so many time that they can spent all the day flooding, changing their IP, flooding, changing their IP, flooding, changing their IP and thei never stop.
When you are using Dark Minds (my favorit) and you tipe !info someone , you see something like this, for an example:

It would be nice if someone help me by writing a script that bans the hostname and the IP, or just the hostname.

1) I don't think its possible for lua script in ptokax to do it
2) Many ISP's has dynamic hostnames that is linked to the IP, which make it as useless as banning people with dynamic IP.
But ofcourse, some ISP hasn't dynamic hostnames(like the one you gave example on) for their users, so they can be permently banned if you have a firewall that has that ability.

In my country there are only 2 ranges: 196.46 and 62.56 and if I ban a range it would left my hub with only 50% of the users.
I think its possible... Instaid of ipban, it bans the hostname... But I'm lame in lua scripting
In my country the hostname never changes. That would be the end of terrorism in my hub.

You only have users from your country :S
Anyway, forget the thing about lua banning/blocking hostname. If you want to ban/block hostname, get a firewall with that ability.
And no, if you don't have made any wierd setting, a firewall won't make your server slow.
And the thing about range fucker. It bans IP-ranges, but you dont have to take as wide as the 2 first section in the IP, you can just do this = 62.56.33.12-62.56.33.22 , then you have made so 10 IP's gets blocked.
