is it possible, and if could someone, to make a script that pops up a message to User a when he gets User b's Filelist? If possible a text message....something like "you wanna download from me, then you must keep files in your share for at least 4 weeks" or something in that nature

You can write a client that communicate with the script though. Not just a script
