Earlier we use to get connected with active mode
and could download at the speeds of MBs but
for last few days, we can't connect any hub though
all ISPs are working fine
What is this problem and any solution ??

try using non standard dc ports.
for example 22/23/113.
btw, it's "I would like a solution".
plop
Is it something vlan or firewalls by cable ppl, though I don't know much about it

Many ISP's may limit speed on ports commonly used by popular P2P applications. Of which DC is certainly one. My ISP is one that does, in fact they refer to it as throtting the speed. I refer to it as cutting my nutz off for 50 USD / mo. Odd how this isnt mentioned in any of the advertisments they flood the media with.
So try what plop suggests, use non-standard ports (other than 411-413) for your dc client. Ensure you map (forward) these ports thru ANY/ALL routers and firewalls you may be using, including XP's inbuilt (everyone forgets about that one :P ). Enable both TCP and UDP protocols.
I would however, suggest you use ports in an upper range, ie.. 2000+. You may use ANY free port (your PC has a total of 65,535). Some the ports plops suggested may be in use (or at least could be) 23 is typically used for Telnet and 113 for Authetication Svcs.
and btw its:
"Please kind Sirs, if you can see it in your heart to assist this humble board visitor. I would be forever grateful for any salacious information you may bestow on me, a lowly serf"
Or some such demeaning inquiry. :P
If your isp is serious about limiting p2p, they would probably do this with a traffic shaper. As far as i know, traffic shapers look into the network packages, and can identify any know protocol (like DC). So it probably won't matter wich port you use cause they look into your data.
But there is a get around, find someone well connected, and tunnel your data through that well connected someone :)
However the posibility to find a decent isp sounds much better, i know i would :)

Must be nice to actually have a choice.
You must use cable, only one company tends to get access to the infrastructure. Cable is terrible in this country also, which is why I use ADSL :)
protocoll based trafic shaping works better but also takes a lot more resources.
resources need money and thats something most isp's don't have 2 much of.
so whats left is simple port based shaping (tunnels).
and that can be easy 2 bypase (depends on the skills of the guy building the tunnels).
plop
Packeteer can also be bypassed with httptunnel. At least ppl could chat using it.
