I need a script which will prevent profile x from downloading from profile y (I will be preventing unregistered users from downloading from VIP users). This is an anti-leech measure on my hub.

Edit: I would also like it to send a PM to the user who attempts to download from someone but can't. If you're looking to kill even more time, an option to send a notice to OPs too would be neat.
