Min Share / Mass Message from OP

Is there a way to get a channel bot that will whisper a user upon logging on that their min share is too small and then kick them if they don't fix it within 30 minutes of the message?

Also, I did a search, can't figure out how to word it, so I'll ask here, is there a script to have an admin type +massmsg [insert message] and everyone gets it via a bot (and not just in channel)?  Only ops can use the massmsg command too.
