Basic script for making my own commands

I think this could be easily done, but I myself don't know anything about scripting so I ask for your help  

So I'm using Ptokax because I need scripting but I miss those easy "+commads" from yhub. If I make a text file named "links" in Yhub's folder a command +links then displays the context of that text file. This is what I would like to do with my Ptokax.

So the script should basicly just send the context of a text file to main chat or to PM of the user who used the command.

If you cuold do this for me I would be extremely thankful
