Multilanguage Rulebot?

Hello you all,

i tried to find if there is something like a multilanguage Rulebot. As i didn't find anything i hope i'm not repeating something already asked.

As many times, in my hub, people don't follow the rules more because of language Problems than because of there lacking will. I thought of something that registers commands like !czech !french !german .... and the gives out upon the occurance of one of these commands the rules in the demanded language. Also thought of letting the bot know everyone the available ruleslanguages in the language itself.
Is it possible that the script get's the languagefiles upon request by users like !czech --->ptocax\scripts\rulelangues\czech.txt

Really hope not to ask stupid things... :-)

If someone could help out with the script i could at least do german and  french basic-rules and i have people who could do swedish, czech and italian.
