OP sends HUB rules to indyvidual user

Hi!

Is posible make script which sends HUB rules to indyvidual user ?
I don't want to copy and paste message to user. I want a script which do it for me.
Effect of this script will be similar to using command !rules by user.
This will be something like "warn" for user who do not comply hub rules.
Anyone can do it?
