Lock Nick to Ip Address

Was wondering if anyone can make a script for Ptokax hub so that people cant change their name all the time and locks the nick to that specific ip.  Also if this can be reset just in case the ip does change.

Hmm.. Its strange request.. I know its possible to lock the nick to a ip.. but if its dynamic, how u gonna know who is using wat nick out of 1000 same ISP users?

Well this for a sever that i run at my dorm room and a dhcp server assigns IPs to there mac address so it is pretty much static but people keep changing there names and i am trying to keep a acurate log of traffic and with them changing there names all the time keeps making the log harder to read. but if you can make the script it will be most helpful.
