Enable Addreguser for OPs

Hi.. I know in the new Ptokax version it's allready integrated.. but I serch a stand alone script for an older version of Ptokax wich allows OP's to add reg user..

PtokaX DC Hub 0.3.2.4 IceCube III Fix3 is the hub I need the scirpt for.. And I think or it seams that there are no rights for OPs to add reg user.. iss that right? I dont have this version so I can't check.. It's for a friend... And he doesn't wonna change his hub version..
