Survey Bot needed !

Well then... yet another challenge for you scripting cracks:

What i need is not the standard voting bot where operator create and add options and the users vote on them. What i need is a kind of survey bot, where operator can pack multiple questions on which every user can answer with his/her individual answers.

In short:

1. Operators can create/modify/delete survey/questions
2. Surveys and results should be storable as files
3. Every user should get a notification about a running survey UNTIL (important) he/she replies to the bot with a trigger word eg. "i-have-read-this"
4. Users should be able to reply to each question in a survey (eg. 160 chars / question)
5. All answers from all users should be saved by at least nickname and question (possibly date too)
6. Operators should be able to access answers/survey by a set of commands


hmmmm not sure if i am asking for too much...  but i think this would be a real challenge.
