I searched without result for a script that does this:

Users (allowed to do so) can request for a file acually unavailable in the shares of the logged users in the hub. As soon as this file becames available in some share the user is notified (either with pm or in a msg board).

Of course the settings should be customizable so that the admin can select users or profiles can access this function and how many request each one can submit.

Also a list of the actually requested files should be accessible so that someone can check and put what he has in sharing...

Well, what you are searching for was done by me particularly: i have made a script that includes a request board. But it cannot search for availability of those files, and i bet others scripts can't either.
