Greetings scripters

When i first tryed DC++, i was nothing more then a simple user like millions of them...
One thing i didn't like on the hubs i were, was the fact some op's don't share anything, no matter what the reasons they have, i feel like dc is for sharing files not just to adquire them...
So, i build my own Hub and i am prety straight about my mates OP's..
They have to share something...
Today i was faced on with a situation with an op that aplies not to be possible to continue with share, cos his traffic has got its limiter...
To be Honest...didn' believe in him...
So i asked around and i was right on..
He was downloading from some users...
...

What i want if it's possible,
Is that a script to detect and show to me, if some ip number or a simple username is downloading some data,
and uploading it too

with this points:

-cmd seeipdowns (showing the users that the required username is downloading from)
-cmd seeipups (...uploading from)

or

-cmd seeuserdows
-cmd seeuserups


And when we insert the comands, the bot's answer could be

The username have x downs going on

*****user1*****
*****user2*****
or
The username have no downs going on

and the same for the ups...

Can it be made???

IMHO no. The better idea would be dynamic share,so users share amount would have to grow by  x gigs after y weeks, otherwise he cannot enter or something.
