Gag download under MinShare

Hi all I need a script. This script is gag download when the user share under the gag share.

For example:

Gagshare = 1 GB

User share = 500MB

user can't = Download

user share = 2 GB

user can download

i gues he wants them 2 stay and increase there share.
just in my eyes this works the same as kicking them, then they would increase there share 2 if posible and return.
just i'm a bit 2 busy 2 also do this script.
