Anti spam, flood script neaded!!!!

I have used many anti spam and flood scripts but they aren't good.

If someone can make this, please do it!  ?(

In this script should be options like.

1.
Disconect/Kick/Ban if user floods. (4 msg in 1 sec.)
(This would kick hub flooder users)
Ex: You are being banned because flood.

2.
Warning in PM if user floods. (2 or 3 msg in 1 sec.)
Ex:   Please write only 2 messages in 1 sec.!

3.
Word replace. (if user use bad words)
Ex. You fucking bitch = You f*****g bi**h

4.
Disconect/Kick/Ban if user spam. (must be otion to enter words)
If it is posible script should also kick users if they are using spaces or /, \ in text (come to panna./n/o/- i  p /.\c o/m).
Ex: You are being kicked because spam.

Here should be able to enter ip ranges too.

Operators should recive PM messages in op chat about rule brakers.
Ex: User [LV]Antons is now banned because spam.

User [LV]Antons is now kicked because flood.

In that script should be such trigs that won't be kicked. Like:
"www."
"http://"
"ftp://"
"irc."
"cs."
"panna.sytes.net"
"panna.no-ip.com"
"panna.valsts.lv"
"213.175.78.222"
----------------------------

( Added: ) In this script should be option that you cant write anything twice. So if somebody will use hub flooder, text won't show.

Ex: Don't repeat. Write something else.
