Redirect non-regged users from specify ISP

I need to redirect non registered users to another hub where they can register.

these ISPs are the non-registered users coming from 62.65.180.1-62.65.180.20

do you know about any script that would help me with this?

So you wanna redirect ONLY those users whose range is that?

Thanks Mutor for your script but I have with it little problem. If a user has an old client he will be redirected to another hub but if he has a new client he will be just disconnected and not redirected. With this clients I have problems:
CZDC++ 0.0432
Strong rc7
DC++ 0.0432

Any ideas?
