Blocker script

Hello there :)

I wonder if it is possible to make a script that blocks ordinary (not registered) users to download from OP's and maybe VIP's (registered) users, but I want them to download from each other... (a not registered user should be able to download from another not registered user).

With other words -->

Ordinary users should be able to download from another ordinary user BUT NOT from an OP/VIP (registred)...

Does this work? Anyone  who got a script like this? Or can make one or just fix :)
