Blockade downloading files with unblock on password  

I have a small hub only for registered users (aprox. 400 users).
Hub has Forum where I publish a lot of important informations about
Hub. Unfortunately most users stubbornly do not visit forum. I would
like to force them to be activ on forum by publish a password (one peer week).
User would enter the hub (with it login and password) bu he couldn't download files.
Only extra password (from forum) would allow him to download files.

The script must not allow users to download anything without password from forum.

Please help me in realization of it.

IMO i think thats too lame... If some hub does that i recommend to leave such a lame hub...
